鴨井産業の発展に支えられ、海が綺麗なところが特徴の山口県虹ヶ浦。そんな平和な町に殺人事件が発生、石垣島から札幌を経て虹ヶ浦支部に赴任した久利生は犯人と間違えられ留置所に入れられるという災難に遭ってしまう。まもなく虹ヶ浦支部に殺人事件の犯人逮捕の知らせが届く。だが被疑者として逮捕されたのは町一番の人格者として知られる鴨井産業専務・滝田明彦。滝田の逮捕に衝撃を受ける虹ヶ浦支部の面々の嘘であってほしいと願う気持ちも空しく滝田は罪を認める。だが滝田の供述に不可解な点を感じた久利生は鴨井産業の家宅捜索に踏み切ることに。久利生のやり方に戸惑い、虹ヶ浦の住民の反感と敵意を受けながら捜査を進める虹ヶ浦支部の面々。そして捜査の範囲は東京にも広がり、やがて久利生達は滝田が隠し通そうとした真実に辿り着く…。

Five years have passed since Kuryu Kohei’s transfer from Tokyo to Ishigaki, and then to Sapporo. He ends up in a small town of Nijigaura in Yamaguchi Prefecture. There, he investigates a murder case involving a local enterprise, Kamoi Group, and the people related to it. Everyone in town thinks he’s innocent except Kuryu, whose unorthodox investigation methods perplex not only the townspeople, but his colleagues as well.
